Ministers from the 22 ESA member states and Canada will gather in Lucerne, Switzerland on 1-2 December to discuss future spending priorities for the ESA space programme. ESA members fund a core programme of space activities but can also subscribe to optional programmes. Before the ESA Ministerial Council meeting, each ESA directorate has drawn-up a list of priorities to be considered by ministers. A new breed of humanoid robot, complete with motor-drive joints, made its social debut on Saturday at Zurich's World Congress and Exhibition of Robots, Humanoids and Cyborgs. The robot, named Roboy, is the first humanoid built with anthropomorphic tendon-driven arm technology (ANTRHOB) for exact human motion imitation. Roboy's face is modelled on human features, from designs submitted by fans through Facebook, and a musculoskeletal system allows it to morph into expressions. Students from Zurich's University's artificial intelligence faculty teamed up with foreign robotics experts in June 2012 in a joint venture with a nine-month deadline. The abolition of roaming charges has moved a step closer. The European Union has reached a preliminary deal with telecom operators on limiting how much the operators pay each other when their customers use their mobile phones abroad.
